So far it looks like I won't be buying either. I've already skipped USUM and LGPE because I kept being disappointed by the 3DS games, and although I was pretty excited for Sword and Shield after the first announcement trailer, it just honestly hasn't looked that impressive to justify the price.
As for what comes to the Dex culling, I just don't think it's a good move on their part. I could have understood cutting out a chunk of pokèmon that wouldn't have been included in the regional dex in the first place if the game had actually looked otherwise more polished. I'm not even talking about the animations and models either, I mean that so far the content we've been shown just doesn't look that ambitituous or anything out of the ordinary to justify the culling for me. Not to mention I wasn't a massive fan of the previous gimmicks either, but pokèmon just getting bigger turned my opinion from "looks pretty cool I'll probably buy it" to "not going to buy it unless I can go through the whole game without being forced to use it". Then the news of the culling happened, and I became convinced that I'm better off using my money on other games instead.
I've never really cared for transferring my pokèmon for any reason, and I always use different pokèmons for my teams than in the previous games, so the culling doesn't actually affect my experience in any way. But I'm wholly against the current idea GF has of making rushed, gimmicky games with less content every year to maximise profits, especially after they've admitted to prioritizing their other projects over Pokèmon. It's alright to not want to do Pokèmon anymore, but blatantly turning it into a cheap cashcow doesn't sit well with me after all the years I've spent on it. They can write as many messages about how they've poured their hearts in making the games, but none of that means anything if I can't see it from the finished product.
