It is feasible to make a snow team. Pic related shows the highest placing Kyurem team which was 272nd I think, out of 1129 players. Had a 5-3 W-L.
I have used Abomasnow as a snow setter/Aurora Veil, I imagine A-Ninetails does it better because of its speed.
You want to have speed control like anything else and Tornadus is basically a must because it can reset the weather and then use Tailwind too.
Lunala pairs well with Kyurem to threaten Trick Room if needed. The last 2 mons are up to you.
