The performance only suffers when one of the apps is in photo mode for buddy feeding (and doing it on both at once may crash the game). The perf may also choke after a longer playing session because PoGo is a memory leaking pos, so an app restart is in order sometimes.
Can either split the screen (for which you can set up a shortcut) or have one app windowed. The former will fuck up your throwing muscle memory but in the long run it will make it easier to throw at shit that's far away. Splitting the screen will also break the UI in some ways (like an off-screen button to rejoin a raid, overlapping buttons in the raid lobby, invisible-but-slideable elements preventing you from tapping on the trade/battle/gift buttons, awkward places to tap to activate items, the list of pokemon being too narrow and sorting categories being off screen...)
Windowed mode is more reliable for raids where you might have to rejoin but too annoying for anything else
