Gen 1 was explicitly designed for Bulbasaur to be the best option; being able to solo pretty much the first half of the game on it's own, allowing you time to build up a team. So, they didn't want to risk Bulbasaur just being better in every regard, so they arranged BST based on how bad they are for the campaign; Charizard sucks to beat the game with, but has most stats.
