4 Links is overkill.
Parallel City isnt really that useful, it just helps with the Mega Ray and Rainbow Road matchups and they arent really popular right now, not to mention con can also beat the mwithout the Parallel City.

With 3 Mewtwos you have 35% chance of starting with a Mewtwo, with 4 Mewtwos you have 46% chance of starting with a Mewtwo.
You are better off using that slot for something else (like making sure you can handle your non mewtwo starts) rather than bumping your mewtwo start for just a bit of extra chance of starting with one.
I have over 80% winrate in almost 200 games with my list and I run just 3 Mewtwos.
