Tundra and Icy Snow
Exclusive to regions near or above the Arctic circle (except for northern Japan). Quite similar really. Looks like Tundra is confined more to inland areas while Icy Snow favors an open sea. Lots of people tend to forget, but the Arctic Ocean is, well an ocean! Besides the Pacific, Atlantic, Indian, and Southern ocean. Even thought the Arctic is covered by ice most of the time currents still run underneath it and during summer there are ships that follow trade routes through it. If you're going to find a city in one of these regions it will most likely be bordering the ocean. The benefits of an ocean are still there even when it's not there half the time! Oceans carry heat and the Arctic ocean is no exception. I'd assume it's one of the main reasons for people to settle there in the first place.
