Kyu-B's stats are patently uber, and it's low-tier OU. The confluence of minmaxed stats, abilities, movepools and typings have brought power creep to a power flood these last two generations. Truant and Slow Start were intended as checks on their respective Pokemon, turned out to be massive hinderences at the time, and in this modern meta they're outright crippling to the Pokemon, preventing them from competing even in the lower tiers.
I honestly think a Mega Slaking with Vital Spirit would be mid-OU at best.
For my entrant, just to postulate what it might take to finally get Kyu-B banned to ubers:

125 HP
170+15 = 185 AT
100+ 15 = 115 DE
120+ 20 = 140 SA
90+ 14 = 104 SD
