The best course of action would be to strengthen "not very effective" STAB Ice moves under Hail. Like the ability Tinted Lens, but exclusively for Ice types. So x0.5 would become x1, and x0.25 would become x0.5.
Ice becomes more important as STAB, rather than just a coverage option for other types. Hail becomes more important too. Suddenly Ice types aren't completely halted by their resists, and now they aren't restricted by their (usually) horrendous lack of strong coverage options.
Also make Aurora Veil and Freeze Dry more available among Ice types. Make more offensive Ice types, and if they're designed to be defensive, give them reliable recovery and/or don't round out their bulk too much; split defenses usually never works without recovery options. Give Ice a Ground resistance, nothing more. Ice should still be frail like the Psychic type, but not having at least 2 resists is an absolute disgrace.
This is all Ice really needs.
