Part of the reason they didn't want Charizard to be obedient was because we were still living in a world where unevolved = good and evolved = evil. They wanted to encourage keeping your Pokemon cute and plush-toy marketable as possible.
Back then it was only okay to evolve Pokemon if it was for purely selfless and noble reasons, otherwise it's considered the equivalent of baby-eating, like in that shit Paras episode.
