Steven due to his team countering most of the others and having the highest level, and Cynthia for having the most well balanced team and only trailing behind by 1 in regards to level.
In the end I think Cynthia would most like likely beat Steven, but Steven would still be a higher ranked Champion compared to Cynthia.
