Best easily goes to Primarina. Fun designs throughout the whole line, a consistent theme that gets built upon with each stage while not stagnating or retreading at any point and potential creepy undertones with the selkie aspect of the design. There's just so much to explore with the design and different ways that you can situate it, it's one you can keep with you for a while and continue to notice little tidbits that strengthen your understanding/relationship towards the design further. And I know some people dislike the personality aspect, but for me I feel that's part of what a starter should be - something that really stands out as this "lifelong partner" you've been with the whole time.
Worst is probably Meganium. It's not my least favourite by any means, I actually rather like it, but it's just a bit too underdesigned. There's nothing it really has to offer over any other starter, and little reason to get passionate about it.
