I'll put it in simple terms. You can't take a character like Gardevoir out of it's context. It comes from a series with a very "furry" context and it exist within that framework of that context. No matter how much people cry about it Pokemon are more or less fictional animals. The fact is that the makers of the franchise don't separate Pokemon either. There's no "humanoid" pokemon and "non-humanoid" pokemon. There's only Pokemon that are presented in a very animalistic way. Even the creators seem to think so, just look at this screencap. As long as Gardevoir is part of this animalistic setting people are going to see it as fictional animal, not whatever you have in mind.
There's also the fact that it's not even *that* humanoid. It's clearly very not human in a lot of aspects. Having big flippers for hands, having a very non-human face. How is it more human than Michiru from BNA or the Ecaflip from Wakfu or that lady from Swat Katz or the Crash Bandicoot girls to name a few? Not only that it's also animal like in context. All you have to do is play Pokemon Snap where we find out that Gardevoir doesn't live any different than a wild eevee.
As for e621, it's most likely their tagging system because it's all based on visuals because it's not *afaik* not based off a real animal but it still has general "monster" traits like Chansey or Indeedee who also don't have real animal parallels. But in general a lot of people do see it in a furry context. During the queen of /v/ contest Gardevoirfags were mocked by being called animal fuckers and furries and I always see it brought up in a furry context than anything else. It's like saying Superman isn't an alien because he looks human when everyone knows the context of the character.
