The only reason it didn't get banned in Gen 7 is because Smogon was afraid that since it was one of the two Pokemon keeping Ash-Greninja in check, they'd have to ban Ash-Greninja, and then after banning Ash-Greninja, the overpowered Pokemon it checked would need to be banned, and Smogon at the time was actually self-conscious about being mocked for banning too many things.
It'd be like Smogon refusing to ban Palafin and Iron Bundle in Gen 9 because then they'd have to follow up with bans on Espathra, Annihilape, Chi-Yu, and Chien-Pao. Luckily, Smogon doesn't care about what cart players think anymore since the cart games are so shit. They've found their backbone, sort of, and aren't afraid of a snowballing list of banned Pokemon.
