It's nothing to do with hail (which is still better than sun). Or Ice moves (since you only really need ice beam).
It's the pokemon and, more specifically, their move-pools. Alot of ice pokemon can't learn a wide enough variety of moves to counter/ defend against other types.
Beartic is a good example, awesome stats (at least in trick room), good type since it's only weak to fighting, rock and fire but it can do NOTHING against the most common threats.
Ice types need better abilities (ie technician/ prankster) and a wider move pool. I mean, imagine Weavile with technician or Froslass with prankster!
Don't forget, Cloyster is an ice type, and look what happened when it got shell smash.
Also, you guys know that ice is 4x effective against almost all the dragons you love to whine about right... so why aren't ice types used as dragon counters? Something to think about next time you presume the future of fairy types.
