Here's my suggestion, GF should create multiple levels of HMs, like for example, you just found Cut in some wild grass, then later on you can find someone that can upgrade your HM from lvl 1 to lvl 2 and 3
>Cut lvl 1: 50BP 90acc
>Cut lvl 2: 60BP 95acc
10% chace of lowering the opponent's defense by one stage
>Cut lvl 3: 75BP 95acc
30% chace of lowering the opponent's defense by one stage
(even if you upgrade to lvl 3 you can still use lvl 1 or 2 if you want to teach it to a technician user for example)
But this is not just an upgrade for battling, the obstacles in your way will become stronger
>from small bushes to larger bushes
>from small boulders to larger boulders
etc.
and whenever you get your Eon Flute (or just a clone that spawns some random mega flying mon) you'll also be given access to a store that sells you an item that can make you forget the HMs anytime you want (so you won't fuck up even if you wondertrade away)
