Emerald is a better experience overall. Hoenn is a well-designed region with lots of useful loop-arounds and optional dungeons that ORAS butchers by teleporting you all over the place with May and Wally and single-room caves. It misses all the little special things, destroys difficulty worse than XY with its free Lati and starter Megas, and ignores the Emerald improvements. The story makes little to no sense.
