Not all pokemon will be available at launch and some of them won't be transfearable from previous games until a couple of months.
The new cards have pokemon locked on them, cards can only be used once per game, but can be used in other games, the pokemon in the card is not in the regional pokedex, and always has the HA, with the chance of having 1 to 3 eggmoves, and at least 3 perfect IVs.
Cards are sold in like TCG cards, and you will never know which pokemon will you get, each pack will have 5 cards, with a small chance of a sixth card including a low chance of a selected amount of legendaries.
Overtime, more cards with special events pokemon and even mythical pokemon will be added.
