In gen 1, besides the porygon and ditto gimmicks and farfetchd which is a jokemon, the single stages have a very adult-like quality like they are fully developed and can stand alone on their own (and look how late in the dex they all are). The gen 2 mons feel disjointed and incomplete like they are first stage pokemon that should evolve. A pokemon like Stantler by itself is fine, it's a rare fully developed ungulate not unlike Tauros but most of the dex is ridden with diminutive trash like qwilfish, corsola, yanma, aipom, murkrow... that don't work standalone at all, it's no wonder they have cranked up on their evos in later gens
