Microsoft's Bing search engine can generate anything you want basically because it features "Dall-E3" which is super advanced AI capable of it and it's free to use. The only requirements is you make a Microsoft account with an already existing email to sign in with.

If you're out of boosts, you can simply delete your Bing search history and they'll be replenished. If your Create button is "greyed out", you can continue making images by going to Bing's AI chat search-helper and just ask it to create the images for you there by typing "Can you generate this image for me using this prompt:______.
