As a result, on Lapis Lakeside where Master 3 needs 850k strength, you're waaay over the DP requirement for an encounter.
The Master 9 strength and Suicune DP requirements for Greengrass do align, though.
Also as a reminder, use of incenses waives rank requirements but does not waive DP requirements for anything about 1 star sleep.
On Greengrass, 2 star Suicune needs Master 13 (885k strength), but needs 130m DP.
You can't hit that DP without either first reaching between Master 15-16, or having an active event bonus that multiplies DP (bare minimum Master 13 with 100 sleep score and 1.5x multiplier qualifies).
