The Ruby/Sapphire remakes were supposed to come out on the DS during Gen 5. GF made brand new sprites for all the Hoenn Pokemon in BW, the Kanto/Johto Pokemon that were in the Hoenn regional dex also got new sprites. They scrapped it and made BW2 instead. The PWT was made mostly because they wanted to use the sprites and remixed soundtracks of the Hoenn gym leaders/champion. The Regi Trio is also in BW2 and it seems a bit out of place.
