Police in Pokemon don't do jack shit in literally any game, and more often than not no one outside the champion or story relevant gym leader does anything either. Team Aqua/Magma steal a sub at a televised event and no one does shit about it except the player and Steven, Team Plasma nukes an entire city in BW2 and yet everything still falls onto the player. Team Galactic had multiple bases right in major cities and stole Pokemon nonstop. You might as well say every team in every region pays off the feds with how inactive literally anyone is besides the player at stopping them.
Like that other anon said, Pokemon plots are paper thin and are just there so the player knows what to do.
