Almost never worth it anon, even against something super frail like Diglett it's only 2 extra damage at most. Just run LO.
Also, as a general rule you shouldn't use 252/252 spreads in LC. At Level 100 you usually get an extra point for every 4 EVs, at Level 5 not so much. Here it doesn't matter because you need 240 SpA / 200+ Spe anyways and the leftover 68 doesn't increase anything, but if you weren't running HP Fire you could use something like 76 Def / 236 SpA / 196+ Spe. Just something to keep in mind.
