Gonna take this opportunity to full autismo and lay out my reasoning for merging certain types. Needed to put this into text at some point anyway, so now's better than never. There's also very little I can find from official sources as to why types exists and what they embody, so most of this are my interpretation of the types as they exist ingame.
I don't think I can be swayed to not reduce the number of types, but if you have some insight as to why a type should/shouldn't exist, feel free to object. Otherwise, you're just as free to ignore my wall of texts.

We're used to Normal attacks not dealing super effective damage against anything, as they don't seem to have any specific powers/attributes and can thus be seen as plain mechanical strikes or kinetic energy. What makes a bug move any different? What makes X-scissor and Mega Horn a good move towards plants but bad against fire? What makes Slash and Horn Attack deal neutral damage? Same questions with Dragon Claw, Dragon Breath, and Outrage. Since all those attacks can either be categorized into other types, or have no explanation as to why they're not Normal attacks (apart from Bug and Dragon "energy"), grouping those three into one seems sensible to me. Bug and Dragon designs can still exist, they just won't have a type of their own.
