Prior to Gen 5, Yanmega had the highest BST of all Bug types. If MEGA MEGAYANMA became a thing, it would reclaim this title.
Despite being a Gen 4 Pokemon and at the time having the highest Bug BST, because of DP's retarded regional Pokedex the Bug E4 was given a Poison/Dark Pokemon as his ace instead.
