(Even when there's whole episodes based around helping a new batch of trainers get their first Pokémon and the new trainers are visibly younger than the protagonists.)
It hasn't really been tested in a court of law, but for the west there's always been a strict 18+ for any characters appearing in erotic materials for sale. Fortunately older people just laugh at someone lusting after a cartoon character, but someone will get dragged through the mud at some point.
