the issue here is that aqua tail and play rough fucking SUCK, which makes whirlpool and water pulse the objective best combo
here is my solution for buffing the other two moves
>aqua tail: reduce the cooldown by 2-3 seconds. that's literally it.
aqua tail is more of a "keep you alive" move than it is a "beat them to death" move, and this leans into that
>play rough: also increases attack by 35%/whatever play rough+ is% while active
makes your whirlpools beefier, your smacks smackier, and the play rough attack almost usable
