https://youtu.be/c_MavjffFRA?si=URssS9laPz4e_4bgWhat makes the sinnoh elite four theme good is that it doesn't rely on looping like other tracks do, and although like the other DPPt tracks it never becomes overtly bombastic, it still manages to convey a weight and intensity like tracks that do, which further lends it a sort of elegant, masterful/virtuositous quality.
I wouldn't suggest it's the best track in the series but viewing it as a contender is absolutely crucial for correctly identifying what else is and isn't qualifying.
