"Baby" should have been a special status condition for hatched pokemon that made them lv0 and halved their stats. The only way to get rid of this condition would be to either aquire enough XP to reach lv1 or to feed it a rare candy. Making them an evolution stage is weird because not all pokemon have baby forms but making baby pokemon for every evolution tree would mean explaining why they are somehow recently discovered while the regular ones have been around since forever.
