It was originally pronounced with a soft C, so it was Arseus (this is still how it's pronounced in Japanese).
But "arse" means "ass" in British, and they didn't want the God with a capital G of all Pokemon having "ass" in its name.
So it was retconned to be pronounced with a hard C, like Arkeus.

The correct pronunciation is AR-SEE-US.
It was retconned in English to be AR-KAY-US because they didn't want the god of all Pokemon to have "arse" in its name.
