Some cursory googling suggests they may have been obfuscated by removing some header information, presumably storing it elsewhere in the app. Or they might just be encrypted, or broken? I opened one in a hex editor and saw what looked like a bunch of data (as opposed to all 00's or something) but I don't know how png's work well enough to do anything with that. Frankly I've reached the end of my limited expertise.
Having said that, after cutting Jasmine out from the art you posted and reverse searching that, I found this card, which the image from the game seems to be copied from. It's probably just traced, which would explain why the feet look so tiny and awful. They're probably traced or copypasted from some other piece of art. I don't know where to look to find raw versions of pokemon card art, so I'm done.
