Since VGC doesn't allow Staraptor, we have to use Smogon, with its Sleep Clause rules, meaning that Venusaur can't sleep both of them. However, even with VGC rules, you have to rely on 2 Sleep Powders hitting and neither Pokemon waking up, AND Staraptor not carrying Safety Goggles (assuming both players know eachothers' team in advance).
Staraptor just hits too incredibly hard. Even at the best of times, it's a little better than a coin flip's chance for the Venuzard team to win. That's if everything goes in their favor.
