Fallout 4 remains without a Script Extender program compared to every other game because Bethesda has fucked up the code to make it more illegible than my law thesis.
Modding content for a Bethesda Pokemon game might end up shallow at best. New moves would lack new animations for a long time, new pokemon and trainers would be reliant on the same animations the game comes with, and new places would need to be poorly spliced in.
Let's not forget Bethesda has tried to sucker people before too with paid mods.
