They are used as the shadow model, because there is no dynamic lighting. Super Smash Bros for the 3DS did the same thing (pic related).
I argue that the fact two different kinds of low poly models exist, like for Tapu-Koko in my first post, implies that the low poly datamined model is not sufficient to be used as an overworld model even if it were textured.
