Yes, there were a lot of older Pokemon available. But none of the new ones were overshadowed by them and they were still put at the forefront.
You don't have instances like in Alola or Galar where the new ones take a backseat with NPCs, posters, or availability. There are no Kalos Pokemon that are only available at 5% in exactly one area, and the more obscure new ones aren't cucked in favor of putting Pikipek or Skwovet everywhere.
As shit as they were, Megas were a safety net to ensure relevance for older a Pokemon when the time came for that region to be reintroduced. It was never for Kalos specifically, it's just that the instances of its Origins originate in Kalos.
tl;Dr, Kalos is shit and blatantly rushed, but the fundamentals of Pokemon and the region's own identity are one of the few things it actually did very well, especially compared to other regions.
