Similarly ill people think it means giving literally every NPC full teams of six. Some think it just means making important trainers have full teams and or movesets. What you should take from this is that no one actually knows what it means. There is no consensus. More importantly, 90% of the ideas presented on this board to add "difficulty" are completely idiotic, and come from people who don't understand basic game design.
