Two options;
Option A:
Sheer force + at least one coverage option to replace the /glorious/ steel wing/return/quick attack options it has now.

70 S.atk is reduced to 10, Atk +40 to 120 and Spd+20 to 111.
Slap a band or orb on it he becomes a stallbreaker of shorts.
Option B: Cannibalize it's 80 atk down to 10, increase S.atk +60 to 130, +10 spd to 101
Give it shadow ball and some new water move with ~80-90 BP and high accuracy.
Find a way to work a more decent ability in there - like Adaptability.
Now it becomes a deadly cleanup sweeper/revenge killer in rain with Hurricane

Right now, Pidgeot's problem is both that it doesn't know what it wants to be and that it's movepool - especially physically - sucks.
Defining it much more clearly to one role and improving the movepool/ability would make it a much more viable pokemon.
