You may be thinking of ORAS, the way you encounter other region's legendaries is through Hoopa's powers
You don't actually need to own a Hoopa for this which might be why you can't find it

You ever find it funny how since the official VGC rules stipulate that you can only use pokemon caught or hatched within the most recent generation, in addition to all the tiny little gimmicks for evolutions and what not they have to keep putting in every new game, they also have to work in a mechanic that allows for catching every legendary pokemon from all the previous games every generation so that they can be used in tournaments again?

I mean I get Dialga and Palkia because the gen 4 remakes are likely to drop during gen 8. But why Zekrom and Reshiram? Aslo why are they made to look like rival sets (gen 4 v gen 5)

Honestly, just don't even bother with that noise. Changeable natures will happen eventually and you'll have wasted all that time for nothing. Plus, it just kills your enjoyment of getting free stuff, which should always be fun.
