The whole intelligence discussion makes it feel...wrong to use Rotom as literal tools for an *entire* student body in gen9 and gen8. With Rotom-Dex, he at least is an individual who speaks to you
even if USUM fuck it up, but all the rotom phones are silent and it's a little weird to hear them being mass produced
