I agree with your sentiment. Pokemon is so big and there are so many ridiculous combos /anythinggoes/ is insane. Baton Pass just isn't the sole offender.
Your metagame isn't healthy if it completely revolves around hazards and a few dominating moves/abilities. I don't think Smogon is the answer either their personalities are wack.
