It appears in one of the builds (well, a sprite rip from a build we don't have, but you get the gist), index order is two spots after Ho-Oh, the spot inbetween being Unown.
Now this isn't that much evidence I'll admit, but keep in mind that Lugia literally did not exist at this point, it's just something to think about.
