They find what percentage of players use a pokemon in battle on the servers and then base its tier placement on that.
Now obviously, stronger pokemon will be used more often, and therefore put in higher tiers. Just because the wider community don't use a pokemon you like doesn't make it shit by default, but there is likely a reason it isn't being used.
