A - Outright banned, for example, Xernear, Yveltal or Zygarde
B - Impossible to use because silly limitations of what can be used or not, for example, VGC11 where it was Unovamons only and this year format of Kaloxdex only.
You can bet your ass the squirrel wouldn't have even been considered for use had this been National Dex.
Sadly, people are unable to realize this and only see the squirrel and a symbol of freedom, that somehow every pokemon is viable no matter how bad it is and that even the shittiest shitmost can beat actually good Pokemon and last but not least a "fuck you" to smogon tiers and format which, you know, are completely unrelated to VGC in practically every aspect.
