When will anons get it through their heads that levels are literally just an arbitrary game mechanic made to suit the particular game. Yes Lance uses illegal Dragonite and Johtos level curve is atrocious, but that's just how the game is designed, they aren't "weaker" than others, unless you're willing to agree Diantha is the strongest champion. If you wanted to make all of Lances Dragonite legal the level curve would need to be adjusted or you'd end with a final boss that's way stronger than they should be. The champions of every game ends at the levels they do because that's just what the game will tend towards after playing through everything, the levels are just to represent that trend of progression.
