Artworks have been pretty consistent regarding proportions ever since Gen IV; there's a very clear artstyle that makes you say "this is a Pokémon character." However, because the artstyle, while recognizable, is very simple, they have to resort to things such as height to make sure that you get that the characters are all a different age, because the faces don't always give it away.
Professional artists measure their characters using the head as the main measurement unit; Chicken-chan is one head smaller than Serena. Younger characters have bigger heads in relation to their bodies and are less tall than characters that are meant to be older.
