It is strictly a utility Type with almost no personality. It's SUPPOSED to be the air elemental, and future generations have been better at making it this, but for all practical purposes they just slap it on to whatever creature flies. No real attempt of keeping thematic theming in mind.
Eh, I say the whole Type needs rebranding. Tear the whole thing down and call it the Sky Type. Pokémon like Ledian who defy gravity can have some other excuse for being immune to Ground; I don't care how that's handled.
But for Sky Type, it would be reserved for things that represent the Type faithfully. Things like Tornadus, Altaria and Rayquaza. Regular birds like Swellow would retain Sky as a Type, but stuff like Golbat and Vespiquen who have no business being Sky would lose their secondary Type. A few would gain it, such as Dragonair and Castform.
Since we're expanding the concept of Flying to represent the wide blue yonder altogether, I guess that would mean Sky Types would possess the common ability amongst themselves to control the weather. Learning weather-changing moves and having certain powers in relation to the weather.
