I bought more repels so now I have 99 repels. If I do enough random encounters to run out of repels (several hundred basically), and then soft reset my game, am I wasting time because I'm just going to be replaying those same frames? The emerald RNG stuff is a pain

Because Gamefreak couldn't be bothered to patch their game I had to resort to injecting for Mega Stones. I have no regrets but I'm disappointed in Gamefreak. They practically said "inject or wait several months".

In all seriousness, the only reason i can think
of is the higher base speed. Hyper voice on its own doesn't seem worthy enough to waste my mega slot.
