The Water mon already has half the fucking HMs; Surf, Waterfall, and Dive or Whirlpool depending on the game. The HM lefts are Cut, Strength, Rock Smash, Flash and Rock Climb (depending on the game, they're not all there). You can spread these among the last four pokemon after your Flying and Water mon. They're all moves learned by a lot of pokemon and you don't need four useful moves on each pokemon to beat the main games when the main strategy is to just use whatever is super effective against the opponent. Last year I beat LeafGreen, FireRed, Sapphire, Emerald and SoulSilver, all without reusing a single mon between games and without having a HM slave in any of them. In my opinion it's far better to have 4 useful pokemon with 3 useful moves each, than 3 useful pokemon with 4 useful moves and 1 useless pokemon.
