you should have a desiccant wherever you keep your cards unless you live in a desert. dehydrating them too much can also cause curling but it's much easier to correct and doesn't come with all the other issues moisture causes

They don't NEED to be double sleeved in a toploader, but it won't hurt them. You also don't need to be using dragonshield for outers. Plenty of people just use a penny sleeve and nothing else since the toploader does all the work.
As for orientation, just have the opening of the outermost sleeve at the sealed end of the toploader.

The toploader is enough to keep them flat. You should also keep desiccant packets wherever you store your cards to prevent that in the first place.
