That's all you can really say about him, though, especially since his non-move tutor movepool is mediocre most of the time. Even in Gen V, if you hacked one in so you could use it early (like me), it doesn't get a better STAB move than Fire Spin until level 32, iirc. Just garbage all around, especially since SIMISEAR IS BETTER THAN IT. God, what were they thinking?
